New String Encoding Functions

The new functions are paired, meaning one of them performs the encoding while the other returns the decoded version of the string.

URL Encoding:

Function Example Result
URLEncode URLEncode("Romeo & Juliet"); "Romeo+%26+Juliet"
URLDecode URLDecode("Romeo+%26+Juliet"); "Romeo & Juliet"

HTML Encoding:

Function Example Result
HTMLEncode HTMLEncode("Romeo & Juliet"); "Romeo & Juliet"
HTMLDecode HTMLDecode("Romeo & Juliet"); "Romeo & Juliet"
